History

The idea of establishing the Qarz Al-Hasna Fund of Mes Sarchesheme Complex originated when the management of Sarchesheme Copper Complex in cooperation with the Islamic Association of Employees decided to search for a way to solve the problems and problems the employees in this department.  The main issues can be mentioned as follows, which was the reason to revive the tradition of Qarz al-Hasaneh after the victory of the revolution in this important industry.

Before the Islamic Revolution, the current accounts in banks were opened only for employees to deposit their monthly salaries. As a result, the majority of the people who were workers were deprived of this blessing. Therefore, the payment of salaries by the copper company to the workers by the payroll department was put in cash in envelopes and handed over to the workers, and this procedure continued after the victory of the revolution.

A: Losing some envelopes and the problems and objections that followed.

B: There were issues such as salary cash and… or something like that.

C: One-time receipt and sectional spending, etc. Practically, the economy of the workers’ lives was out of balance, and the requests for assistance increased from the middle of the month. The employees as workers withdraw their salaries according to their needs during the month, which has been the problem with opening bank accounts

 2- After submitting the salary list to the banks along with the relevant check, it would take a few days for the Mes Sarcheshme Complex banks to deposit the employees’ salaries in their accounts and make the payment. Various other excuses were subordinated to Sarcheshmeh banks in the practice of the company’s policy of timely payments.

 3- From the second half of February 1981 to the beginning of the initial stone crusher, lime, concentrator, and finally the smelter factory, a significant part of the production line was launched according to the special conditions of the copper company and considering the existing problems and the personnel situation, especially in 1982. Despite the conditions of defense and imposed war and the contentment of the people and their low expectations, there was no source for such loans in terms of the accidents and illnesses, and troubles of the people who needed financial help and relief from the employees. The financial situation of the company was exceptional at that time due to the end of the construction budget of the company, which was managed from its current budget, and due to the lack of sales of products at the beginning of the launch and the conditions of embargo and imposed war.

 4- The issue of the establishment of the Qarz al-Hasaneh Fund took a serious turn with the circumstances of that time, especially the revolutionary and value atmosphere ruling the labor society. In addition to solving the above problems, it would act as the management arm of the copper company in certain situations, become a basis for getting rid of dependence on banks in paying the salaries of workers and employees, and play its long-term essential role by granting loans. Finally, the issue in the general assembly of the shareholders of National Iran Copper Industries Company was presented, which is a state-owned company, and the members of the assembly composed of 1- Deputy Minister and Metals (Mr. Engineer Mousaviani), 2- Minister of Economy and Finance (Mr. Namazi), 3- President of the entire Central Bank (Mr. Nourbakhsh) 4- The Minister of Labor and Social Affairs (Mr. Sarhadizadeh) 5- The Head of the Program and Budget Organization (Mr. Banki). After discussion and exchange of opinions and field investigations, the General Assembly finally decided to establish the Employees’ Loan Fund in the meeting dated 10/16/1981. Subsequently, on 09/29/1992, the board of directors of the National Copper Industries Company of Iran authorized the Islamic Association of Employees to take the necessary measures as the founder of the Qarz Al-Hasneh Fund to implement the decision of the General Assembly, follow up and carry out the legal measures for the establishment of the fund. Based on this, the members of the Central Council of the Islamic Association of Mes Sarcheshme Complex were introduced as the founders in the drafting of the statutes. This statute was accepted for the following reasons: approval of Ayat A… Jafari, Imam of Juma in Kerman, and Ayat A… Hashemian, the late Imam of Juma in Rafsanjan, obtaining the necessary approvals and permits from the relevant authorities, especially the representative of the Imam (RA), Mr. Mohadi Kermani, the chief of police headquarters in the country and issuance of activity license number 2984 dated 07/26/1983 in the registry of documents and properties of Rafsanjan with number 5 of the non-commercial institutions registry. Then, the announcement of its establishment was registered. Since then, after 40 years, this fund has been successful and continues to serve the workers, employees, and retirees of this huge industrial and mining complex by complying with Shari’a and legal standards. We hope that this institution will continue to operate to its satisfaction and serve the people, especially the dear employees
